Alexander Leutner's Riga factory began powered two- and three-wheel experiments in 1899 and adopted its established Rossiya identity for motorized cycles. Licensed Werner principles were combined with Leutner's own patented hubs and road-oriented chassis changes, while German Fafnir engines powered the best-documented motorcycles. Small-series motorcycle manufacture began in 1903; surviving estimates indicate only a few dozen machines, of which two are known today. Rossiya powered-cycle production ended when wartime orders and the 1915 evacuation of the Riga plant redirected the company.
